\nWarum starb Ousman Sey? \u2013 Aufruf zur Demonstration am 20.07.2012, 18 Uhr Dortmund HBF-Nord<\/strong><\/p>\n

Am Morgen des 7. Juli 2012 starb der aus Gambia stammende Ousman Sey im Dortmunder Polizeigewahrsam. Zuvor hatte Sey zwei Mal vergebens einen Krankenwagen gerufen, weil er sich schlecht gef\u00fchlt hatte. Nach dem ersten Eintreffen diagnostizierten die Rettungskr\u00e4fte ein Herzrasen und attestierten ihm, noch kein Fall f\u00fcr das Krankenhaus zu sein. Als Sey eine halbe Stunde sp\u00e4ter erneut einen Krankenwagen rief, litt er Angaben seines Bruders zufolge bereits unter Krampfanf\u00e4llen. Au\u00dferdem begann er angeblich, in seiner Wohnung zu \u201erandalieren\u201c, weshalb Einsatzkr\u00e4fte der Polizei gleichzeitig mit den Rettungskr\u00e4ften eintrafen. Diese attestierten Sey erneut, nicht ins Krankenhaus zu m\u00fcssen \u2013 eine Untersuchung durch den Polizeiarzt im Gewahrsam reiche aus. Dies geschah, obwohl eine im selben Haus wohnende Krankenschwester den Einsatzkr\u00e4ften klarzumachen versuchte, dass Ousman Sey dringend ins Krankenhaus gebracht werden m\u00fcsse.<\/p>\n

In Polizeigewahrsam angekommen, brach Ousman Sey jedoch sofort zusammen und starb laut Angaben der Beh\u00f6rden kurze Zeit sp\u00e4ter im Krankenhaus an einem Atemstillstand. Angeh\u00f6rige und Freund_innen des Toten \u00e4u\u00dferten in der Lokalpresse den Verdacht der unterlassenen Hilfeleistung durch die Rettungssanit\u00e4ter_innen und Polizist_innen aus rassistischen Motiven. Die Leiter von Polizei und Feuerwehr, Norbert Wesseler und Dirk Aschenbrenner, wiesen dies erwartungsgem\u00e4\u00df direkt zur\u00fcck \u2013 ohne eine vorherige eingehende Pr\u00fcfung der Ereignisse. Rassismus, so die Chefs von Feuerwehr und Polizei, habe in ihren Beh\u00f6rden keinen Platz und beeinflusse keineswegs die Handlungen der Einsatzkr\u00e4fte.<\/p>\n

Wir haben Zweifel!<\/strong>
\nBisher ist unklar, ob das Fehlverhalten von Polizei und Sanit\u00e4ter_innen eine unterlassene Hilfeleistung aufgrund rassistischer Motive darstellt \u2013 oder \u201elediglich\u201c aufgrund einer gef\u00e4hrlichen Inkompetenz. Dies muss untersucht werden.<\/p>\n

Die Aussagen, es gebe keinen Rassismus in Polizei und Feuerwehr, sind mehr als nur offenkundig falsch und zeugen von einer Abwehrhaltung, die eine konsequente Untersuchung des Fehlverhaltens unwahrscheinlich erscheinen l\u00e4sst.
\nDeutsche Polizist_innen handeln t\u00e4glich rassistisch. Durch die g\u00e4ngige Praxis des sogenannten \u2018Racial Profiling\u2019 r\u00fccken Schwarze unabh\u00e4ngig von ihrem Verhalten in den Fokus von Polizeikontrollen und erfahren so eine immer wiederkehrende institutionelle Diskriminierung.
\nDer Fall des 2005 im Dessauer Polizeigewahrsam gestorbenen Oury Jalloh ist lediglich ein sehr bekanntes Beispiel f\u00fcr den t\u00f6dlichen Rassismus innerhalb deutscher Polizeibeh\u00f6rden. Polizeigewalt, die einen rassistischen Hintergrund vermuten l\u00e4sst, ist auch in Dortmund nichts neues: 2006 wurde Dominique Koumadio von einem Polizisten aus mehreren Metern Entfernung mit mehreren Sch\u00fcssen erschossen, weil er ein Messer in der Hand hielt \u2013 angeblich aus Notwehr.<\/p>\n

Auch in der Feuerwehr und im Rettungsdienst gibt es wie in allen Teilbereichen der Gesellschaft Rassismus. Der Vorg\u00e4nger von Feuerwehrchef Aschenbrenner verlor seinen Posten als Leiter des st\u00e4dtischen Instituts f\u00fcr Feuerwehr- und Rettungstechnologie aufgrund seiner Kontakte zur militanten Dortmunder Neonaziszene.<\/p>\n

Rassismus ist kein alleiniges Ph\u00e4nomen der extremen Rechten oder angeblicher \u201ebildungsferner Schichten\u201c! Er ist auch in der vielbeschworenen \u201eMitte der Gesellschaft\u201c fest verankert und bestimmt nur allzuoft das Handeln staatlicher Stellen und Beh\u00f6rden!<\/p>\n

Wir fordern eine Untersuchung und juristische Aufarbeitung des Fehlverhaltens von Polizei und Rettungsdienst, auch wenn dies angesichts des vorhandenen beh\u00f6rdlichen Rassismus unwahrscheinlich erscheint!<\/p>\n

Au\u00dferdem fragen wir:<\/strong><\/p>\n

– Wie kann ein Mensch, der offensichtlich \u00e4rztliche Hilfe ben\u00f6tigt, in Handschellen(!) in Polizeigewahrsam genommen werden?<\/p>\n

– Warum haben die Sanit\u00e4ter_innen trotz offensichtlich schwerster gesundheitlicher Probleme keine Anstalten unternommen, Ousman Sey in \u00e4rztliche Behandlung zu bringen?<\/p>\n

– Wie kann es sein, dass Polizei und Presse, trotz der offensichtlich lebensbedrohlichen Umst\u00e4nde, in denen sich Ousman Sey befand, ihn als \u2018Randalierer\u2019 und T\u00e4ter pathologisieren?<\/p>\n

– W\u00e4re der Polizeipr\u00e4sident Norbert Wesseler, der bestreitet, dass es sich hier um rassistisch motivierte Unterlassung von Hilfe handle, auch erst in Polizeigewahrsam gekommen, wenn er den Rettungsdienst wegen Herzrasens kontaktiert h\u00e4tte? Bliebe er ruhig sitzen, wenn er Todesangst litt und ihm Hilfe verwehrt blieb?<\/p>\n

Why did Ousman Sey die? \u2013 Call for Demonstration: 20th of July 6pm, Dortmund HBF (Central Station) north exit<\/strong><\/p>\n

In the morning of the 7th July 2012 Ousman Sey, a 45 year old of Gambian origin, died in police custody in Dortmund. Before being taken into police custody, Sey called an ambulance twice, because he was not feeling well. After approaching at his flat for the first time, the paramedics diagnosed palpitations but expressed that there was no need for him to be taken to hospital. When calling an ambulance for the second time half an hour later, according to his brother, he was suffering from convulsions. Allegedly he started \u201cvandalizing\u201d his own flat. Therefore police forces arrived at Ousman Seys flat simultaneously with the paramedics. They attested for the second time, that there was no need for Sey to be taken to hospital and that an examination by the police physician in custody would be enough. This happened, even though a nurse living in the same house, tried to convince the police and paramedics that Ousman Sey neads to be taken to hospital immediately.<\/p>\n

After arriving in police custody, Ousman Sey collapsed and died of breathing arrest short time later in a hospital, according to statements of the authorities. Relatives and friends of Sey uttered the suspicion in a local newspaper that the police and the paramedics did not render assistance due to racist motives.
\nAs expected, the heads of Dortmund police department and of the ambulance and fire department, Norbert Wesseler and Dirk Aschenbrenner, directly repudiated those allegations \u2013 without any further investigation. Racism would neither have a place in an ambulance of the fire department nor in the police, and racism by no means would have any influence on the action of paramedics and police forces.<\/p>\n

We doubt that!<\/strong>
\nUntil now it is unclear, whether the wrongdoing of police and paramedics is a case of not rendering assistance due to racist motives \u2013 or \u201eonly\u201c due to a dangerous incompetence. This has to be investigated.<\/p>\n

The statements, there was no racism in police and fire department are more than clearly wrong and show a defensive demeanor, that lets a consequent investigation seem unlikely. German police officers act racist on a daily basis. The everyday practice of so called \u201eracial profiling\u201c regularly puts black people in the focus of police controls. This way black people in Germany experience a recurring institutional discrimination. Furthermore, the case of Oury Jalloh who died in police custody in Dessau in 2005 is a well known example for the deadly racism of German police authorities. Police violence, that gives room for suspicions of a racist background is nothing new in Dortmund as well: 2006 Dominique Koumadio was shot multiple times by a police officer from a distance of a few meters, because he was carrying a knife. According to the police, this happend in self-defence.
\nThere is racism in the fire department and among paramedics as well as in all parts of society. The predecessor of head of fire department Aschenbrenner lost his job as chief of the local \u201eInstitute for Firefighter- and Rescue-Technology\u201c over the discovery of his contacts to Dortmunds militant neonazis-scene.<\/p>\n

Racism is not only a phenomenon of the far right or amongst \u201euneducated\u201c people! Racism is anchored in the \u201emiddle of society\u201c and determines the action of public authorities way to often!<\/p>\n

We demand a fully legal investigation of the wrongdoing of police and paramedics, although this seems unlikely given the institutional racism among those authorities!<\/p>\n

Furthermore, we ask:<\/strong><\/p>\n

How can a man, obviously needing medical aid, be taken into police custody in hand-cuffs?<\/p>\n

– Why did the paramedics not take Ousman Sey to a hospital, despite the obvious signs of severe health problems?
\n– How can police and local press pathologize Ousman Sey as a \u201evandal\u201c and offender?
\n– Would chief of police Norbert Wesseler also be taken into police custody when he had contacted an ambulance for the second time because of having palpitations? Would he calmly remain seated if he were in fear of death and denied medical aid?<\/p>\n
